F.O. code points to button reset? This one is beyond me, suggest you see if the reset button is sticking on and causing it not to boot ( try bypassing this and the power switch and fabricate a switch to power the board on)

I am not sure if you have tried this, but take one stick of ram put it in the first slot. Try to boot if it beeps or not, power down and move to the next slot with the same chip (we are assuming this is a good ram chip). Repeat for every slot on the computer. If you have 1 or 2 slots that beep and the rest do not; bad slot on the mother board. If all slots beep, try a different chip (bad ram??). If no slots beep, repeat steps with each individual ram chip (you could have just one or two bad and causing all the issues).
Although motherboard beep sounds depend on the type of CMOS/BIOS (like AMI, PHOENIX, IBM, AWARD BIOS etc) - still long beep is because of RAM failure. Please first remove the RAM - clean the RAM and slot well - re-install it - you may try in the different slot also. If it does not work you must use another RAM (the frequency should match).
I still did not find beep code that match your problem..
Anyways here are the common beep codes for your motherboard.. it might help you too. 1. No beep - no reaction, the mother board is dead, power supply problem, processor and or ram problem. 2. 1beep - board is working fine. 3. One long beep then it shuts down - cpu problem, your processor is not working or missing. 4. 1short beep - system boots normally 5. 2short beeps - CMOS setting error. 6. 1long 1short beep - dram error 7. 1long 2 short beep - video card or monitor not connected 8. 1long 3 short beep - keyboard error. 9. 1long 9short beep - ROM error 10. Long beep - memory card is missing or not connected 11. Short beep - power supply error 12 Four beeps - there is no fan detected on Fan1 or Fan2 header. make sure to attach or reset CMOS bios to factory setting.
This mean that this is a general memory or RAM error or might as well your CPU is overheating. You can try reseating your RAM or CPU, if all else fails try replacing your RAM with a system compatible one.
you need to refix the RAM sticks and restart your pc. IF the problem persists change the RAM slots and put RAM sticks one by one in different slots, then restart your pc it will work
The beeps are beep codes. Some are long and some are short.go to dell.com and enter your computer model number.under support customer service search for your beep code.also an easier way may to go here http://www.bioscentral.com/postcodes/dellbios.htm.This will explain the codes and help you understand what is wrong. If you require further assistance contact me.RICHARDM69
Leave the memory slot closest to the processor empty and try booting again. Award bios 1 long beep is memory error as the first 64K of the ram stick closest to th processor is accessed first. since you have tried different ram in different locations, let's rule out the board.
If that doesn't solve anything try a different power supply. Sometimes (Phoenix) gives a long beep when system board or power supply are bad.
Now if nothing else has worked it is probably tour mother board.
