You will be asked which language (English, French, Spanish) to use during the first time setup of the system, but the language setting can also be done through the system settings.
How to change the language:

  1. On the Nintendo DSi Menu, use the stylus to select the Settings ("wrench") icon.
  2. Select the right arrow thee times to go to page 4, then select "Language."
  3. Select from the options options on the screen:
    • English
    • Fran?ais (French)
    • Espa?ol (Spanish)
  4. Select OK (the bottom-right button) to confirm and return to the System Settings.

    sorry it didnt work and my games for ds lite didnt play on mmy dsi xl...can the hyper r4i work on my jaanese reion locked dsi xl???

SOURCE: is there already a english converter for japanese dsi?

The DSi has not been hacked as of yet, so currently changing the region is not possible. However, if you can guess your way through the settings (I can't help here as my DSi was stolen) then I think you can change the language. Other than that you can't do much else.

How to change the language:

Sadly, you cannot change the language in the DSi to anything other than the systems default. If you have an imported DSi, it will remain in Japanese.

sorry but you made a mistake it will not change to english so sorry but i think it comes out in april 5th in usa and europe
