Power supply out of system does not power up. is it dead?

No, your power supply is not necessarily dead. Power supplies require a "power good" signal back from the motherboard before they will turn on. In order to test a power supply that has been removed from the computer, you need a PV power supply tester. Without one, you will either have to take you power supply to a PC technician and have him test it or install a known good power supply in your computer.

if no lights or standby light the power supply inside the main unit has failed best repaired by service engineer. if in uk spares available from www.tvs-services.com

I removed the power supply to install motherboard and did not pay attention to the 3 wires attached to the case. what is the order of the wires? They are green/yellow, blue and brown.

All the wires from the power supply are power connectors, depending upon the motherboard not all power connectors from the power supply maybe required. If there are no matching sockets on the motherboard, then that power connector is not required.
