It sounds like something is typing up your phone line, or there is an actual problem with the phone line. Please disconnect your computer from the phone line (if it is indeed connected to begin with). The unplug all the power from each phone connected on the line. Disconnect any faxes or any other devices (such as cable boxes, TiVO boxes, or anything else) and then plug in just one phone to begin with.

Does it still show it's on the line? It shouldn't... Plug in each device one by one starting with the phones, and make sure they all work. Then plug in anything else you have a phone line to and see if any of the devices cause the problem to come back. It's possible that device has a problem.. Try unplugging the power from that device, and leaving it unplugged for at least 2 minutes, then plug it back in.
