Alright everything seems good on your laptop no need to back up and run a restore.
You may have wireless and bluetooth enabled while connected to your phone. By disabling Wireless on your laptop and restarting you should be able to use your phone as a modem.
Will you disable wireless by clicking on the Fn key near your Windows key and also cliking on the Fn wireless key which is a "F(number) key with a blue vertical line and two radiating semi cricles. Then restart with your phone connected and see if you can't use your phone now.

Once you have restarted you may see a blue icon with two triangles pointing to the right in the system tray next or near your time display. Click on the blue icon and your phone should be listed, you then click on your phone in the bluetooth devices to connect to it and then you should be able to go outbound to the Internet no matter where you are. When you are near a wireless network such as at home you don't need to use your phone. You only use your phone when your wireless onboard is not connected to anything.

I think you should appoint a letter for the modem driver when it is connected....go to the control panel/ administrative tools/computer management/ disk management and right click the driver path and appoint a letter for that and then set the connection....
hopefully it wil work but i am not sure....
