Hard drive is the older name of the hard disk and yes, it has died and must be replaced. You are probably referring to the recovery disk that must be obtained from HP to be used to reinstall Windows.

goto your computer company's website for e.g. if you have a hp pavillion goto hp.com downloads and support and look for recovery discs. youll have two options you can either download it from the website and make a copy or you can have one delivered. once you have the disc iinsert and restart. youll see a black screen reading press any key to boot from cd. press a key and follow the steps.
if i'm reading this correctly, it sounds like it could be a motherboard/video issue. If that's the case then unfortunately you are probably going to need a new computer if it's out of warranty...
for now however, try shutting down the computer and removing all power (power cord, battery) for a few minutes, then plug it back in and try to boot.
