There is a top & bottom oven - the top oven also has a grill function but this no longer works - when turned to grill a small amount of heat is made but its not even enough to do toast.

Is The small amount of heat you are getting coming from the bottom element in the top oven or is half the top Grill element working.To start with you have a double grill element and either the whole element has gone or just half the element.This is controlled by a selector switch which could be at fault or the Thermostat that controls the temperature.

Quite normal...top element is for grill/broil only. Bottom element is for bake only. If the grill element were to come on during baking a cake it'd burn the top of your cake to a crisp.
Some grill/broil elements cook at 500-700 degrees.
The unit is working as it should. The top oven lights will only come on when the top oven control knob is turned on. The grill control does NOT turn the lights on. If you want to see what you are grilling, then you should turn the top oven control on to its first position. This works even if the grill is operating.
First things first. The oven element is totally separate to the grill element. The clock has to have a time set for either the top or bottom oven to work, whereas the grill will work without the clock being set.
The control knob for the top oven is the ONLY control that will turn the top oven lights on, the grill does not turn the lights on. ( If you want to watch your toast, you have to turn the top oven switch on to the first setting as well as operating the grill control).
To prevent the grill being operated with the door shut, there is a micro-switch on the door hinge that allows the grill to operate ONLY when the door is down. The grill control also does not illuminate unless the door is down. There are two options on the grill control - right or left. One way is the inner element only and the other is both inner and outer ones.
So if you have done all that and it still doesn't work, then the micro-switch could be faulty.

There are two controls for the top oven and grill.
The far left one is purely for the oven and oven lights. The middle control of the three on the panel is for the grill. The grill will only work when the front is down, there is a micro switch that controls this.
The grill control is a dual action control. Turn it one way and it is the full grill, turn it the other and it is only the inner element. Left is the small grill, right is the larger, full grill. Oven lights do not come on with the grill control, you have to turn the lights on with the oven control.
The oven has a small element so takes a long time to heat up.

Creda reflection double oven had the same issue, both ovens work but the grill was either hot or cold, no temp control. I changed the thermostat first, due to being a novice and not fully understanding how things worked. it didn't help so I have changed the grill regulator,( bit that the knob fits onto) and it has solved the issue. I expect this to be the same with most top oven and grill combinations with the oven working but the grill only being hot or off.
The microswitch on the right of the top oven is stuck in. Open the top oven door and you can see the switch on the right. It has a small black rubber cap on it. To solve this, loosen the right top and bottom screws of the brown panel and lever the white panel slightly to the right. Tighen the screws and the switch should go in and out as you push and release it. The grill will now come on when the door is open.
