HP vs19e monitor now dead. It flashed weakly, then quit. The push-button power switch will not turn on the indicator light. I have tried a different power cord, but still nothing. How does one open the case for further inspections?

There are four tabs at the bottom edge of the case tha needed to be release to open up the case.
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, blown fuses, poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed HP monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further and it will help out other people in the future also.

Why does my HP vs17 monitor screen keep going to blank black screen like it turned off but did'nt.....blue power button light is still on? Everything is running but no picture.....keeps happening everytime...

this old monitor has 2 issues.
1: it has CCFL tubes that love to burn out (backlamps)
most this old are long go, yell, dim.,blinking or DEAD.
2: push the menu button on front of mon. turn off power saver.

3: if the PC goes to sleep, or hibernete mode (parked)
then that is 100% normal
if you dont like feature then go to windows control panel
click power, ICON and turn off all monitor sleep /hibernate modes.

that assumes windows, no OS stated.

if the lamps are dead,
use flash light pointed to sceen, see data. ? bingo for bad CCFT tubes.
as seen here

LG L227WTG just quit working. 0n/Off button

jefkare, If unit is still covered by warranty LG (Lucky Goldstar) should replace it! Sure seems like a "switch-mode-power-supply" failure to me. try using unit at a KNOWN GOOD pc to see if problem moves with the monitor. Next, prove that different monitor functions perfectly with your PC. Try reinstalling drivers for LG L227 maybe that will work. Also try setting the screen resolution to a lower setting. Good luck guy. Do a reply if in need of further assistance. Bye for now. 12fixlouie on fixya.

I want to replace the power switch board on my hp vs19e monitor.

About your only hope for getting a replacement switch is to buy a "Parts Only" monitor off of EBay and carefully remove the switch. This one is tricky it's attached to the front bezel as you've likely found out. When you disassemble the monitor, lay it face down and remove the bac plastic then remove the 4 screws holding the button board on then take the rest apart. That's the safest way.
