There are only 3 possibilities that I am aware of that can cause your issue. 1) Is the fax only setting you mentioned which is correct and it should answer. 2) The machine has somehow been set in distinctive ring mode. This causes the machine to ignore a normal incoming ring tone and wait for a special tone. If you have your manual you can look up this setting there. 3) The modem has gone bad in your machine. These can rarely go bad on their own or can be damaged by power surges or lightning damage(just in case you have experienced either of those)
Its laser related error, probably laser controller pcb faulty, most best solution is to buy new fax, eg Canon L140/160. Its by my opinion OK and durable fax
