Hi, the error code that you have is a known issue from Microsoft that needs a registry tweaks. Error code means "Windows cannot load the device driver for this hardware. To resolve this problem, remove the affected filter drivers. To do this, follow these steps:1. Click Start, type regedit in the Start Search box, and then click regedit in the Programs list.
If you are prompted for an administrator password or confirmation, type your password, or click Continue.
2. Locate, and then click the following registry subkey:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
Caution There can be many instances of the registry subkey that is mentioned in step 2. You must make sure that you are in the appropriate registry subkey before modifying the UpperFilters and the LowerFilters values. To verify that you are in the appropriate registry subkey, make sure that the Default data value is DVD/CD-ROM and the Class data value is CDROM.
3. In the right pane, right-click UpperFilters, and then click Delete.
4. Click Yes to confirm the removal of the UpperFilters registry entry.
5. In the right pane, right-click LowerFilters, and then click Delete.
6. Click Yes to confirm the removal of the LowerFilters registry entry.
7. Exit Registry Editor, and then restart the computer.

Once complete reboot and you will now be able to access your CD rom/DVD RW
It's far less painful than REGEDIT !!!
I was having a similar problem with my new VAIO VGN-CR22DE PC Laptop running VISTA and has a PIONEER DVD-RW DVR-K17 ATA. However, I was getting a error code of 10.

This usually happens when a piece of software is uninstalled and doesn't remove all its connections to the drives, which you didn't even know it had installed. Heres a method that worked for me.
1. Choose Start > Run.
2. Type regedit in the Open text box and click OK.
3. In the Registry Editor dialog box, navigate to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class and select the {4D36E965-E325-11CE-BFC1-08002BE10318} key, which appears as a folder.
4. Select File > Export (Windows XP) or Registry > Export Registry File (Windows 2000).
5. In the Export Registry File dialog box, select Selected Branch under Export Range, name the file (for example, CDDVDkey.reg), and click Save to save the file to the Desktop.
6. In the right panel of the Registry Editor, select the LowerFilters line, and then choose Edit > Delete. Click Yes in the Confirm Key Delete dialog box.
7. Select the UpperFilters line, and then choose Edit > Delete. Click Yes in the Confirm Key Delete dialog box.
8. Close the Registry Editor.
9. Restart Windows.

Got the problem myself and have tryed ib4g2008 advice, still dose not work
Go to system in control panel..remove the DVD from the list..scan for hardware changes, then it will re install the driver again.

If you can't restored the driver, you should reload the operating system using Alt+F10 or using disks (not from windows, boot from disks)
In your case, it's look like you can't access the dvd in windows, i hope you can access in dos mode.
