Is a 550w atx power supply compatible with a P4B533-E motherboard without ruining the motherboard?

You can hook up that power supply, no problem. A motherboard will only draw as much current as it needs.

There are lots of ATX power supplies on the market. You do not need to use a HP 300 watt power supply. Just purchase one that suit your requirements - 300 watt or more. These power supplies have standard mounting holes.

You don't have any SATA ports on your motherboard. You can use a host card to add those ports in, if you have a free PCI slot.

It does sound like the motherboard failing as you have tried everything possible. Could be the bios chip corrupted.
As to a replacement, Ebay is your best bet, as there do not be any suppliers offering this older board now

The extra 4 pins on the power supply's atx connector is for new motherboards that require 24pin power supplies. If your motherboard has a 20pin port, then only connect the 20pin portion of your power supply connector.

If your power supply has a 24pin fixed connector that can't be split into a 20+4pin configuration, and your motherboard doesn't have space to let the extra 4pins on the side, then you might want to consider returning the power supply and change it for one that can be used as a 20 or 24pin. Otherwise you will need to cut the extra 4pins apart.
