I have an old Kenwood Major c 1970s the speed is constantly high making mixing with flour entertaining but messy. I guess the speed control needs cleaning or replacing. I have looked for a manual but not found any that help. Can you advise please?

If you can't get the 450 ohm 15watt, use 2 x IKohm 10watt in parallel
The resistor will have failed. The A701 replacement is a 450 ohm 15W or 20W wirewound resistor. The capaicitor also can fail if the resistor has gone. It is a mains capacitor 0.1 microfarad. The modern mains capacitors are better to use than the old electrolytic type that were originally in the mixer.

I have a Kenwood Major A717B with the same problem: the speed is on the highest speed when the speed dial is anywhere from min. to max.

Same problem with A701a, have dismantled & inspected motor controller and appaers to be 'missing' s/thing from the top of armature that makes contact with speed regulator/governor switches , have been unable to locate a parts diagram on-line to confirm.
I have similar problem, either the speed is at its lowest or when you gradually turn the dial it suddenly jumps into the highest speed.
