Something has failed and the tv is going into protection mode to avoid further damage.
Unless you have the technical skills, training and equipment there is no way to diagnose this further. You haven't stated the make or model nor given any details of any flashing lights which some models display as a diagnostic aid, but even if you had the tv will still need professional attention.
This sounds like a problem with the power supply. Usually capacitors on the power supply board tend to dome, bulge or dry up. The damaged ones can be seen on the power supply circuit board when the back is removed. The dry ones have to be removed and tested. The caps can be replaced at a repair shop for around $200, but if the power supply board has to be replaced it can cost a little more. It all depends on the shops repair fees.
