The most likely causes of the solenoid clicking instead of energizing full are:
Low battery voltage - Battery needs charging or replacement. Click here for information on charging the battery.
Loose or corroded connections on cables and wiring that connect the battery to the solenoid and connect the solenoid to the starter. Inspect these connections, remove corrosion and re-establish good electrical contact.
Loose or corroded connections on the heavy black cables that connect the battery ground circuit to the tractor frame, or damage to the black cable. Inspect these connections, remove corrosion and re-establish good electrical contact.
Solenoid is not grounded properly to the frame. Check for missing mounting hardware or corrosion that may interfere.
Faulty solenoid. It can click, but not make a complete connection. Replace solenoid with a new one from Online Parts Store
Faulty starter or other mechanical problem with the engine.
If the battery is good, and has a full charge, inspect the heavy cables for loose connections, corroded connections, or visible damage that could be interfering with full current flow. Refer to the Operator's Manual for additional information about the battery in your particular tractor.

It sounds like your battery is ether LOW or the wiring is loose. Check battery cables to be tight and free of corrosion, also check for loose wires to the battery and alternator. if everything is OK, jump start vehicle. If problem persists, take vehicle ot an AutoParts store to have Starting and Charging Systems checked. (no charge).
There are a number of reasons a battery gets drained. First, Is your battery capable of being charged. To determine this, take the battery to a parts store and they can tell you.
If the battery is so low it will not take a charge, you can charge it forever and it will do no good. Assuming the battery is good, check and see if any lights are on when you shut the car off. Dome and trunk lights are key spots.

Means output is to high this can be casued by low battery water bad regulator a loose wire on the altanator or starter and would need to be tested to know for sure, However most auto parts stores will test the ouput for you and give you an ideal. The only thing is if you have it tested post the results here so we can give a detailed way to test your issure. I could answer this with more information but the test voltage and amperage output would give me enoght information to keep you from spending money on parts and a lot of tests at the auto parts store.

Wrong (to low amps) battery, poor condition of battery clamps, loose cables going from battery to starter assembly, battery installed in reverse polarity. Perhaps the NEW battery need to be charged ( storing a battery on concrete (cement) slab will cause a drainage of the battery and it doesnt take long)
Try calling the battery company or taking them back to the store where you bought them. Most will have a date code on the batteries so you want to always check them when buying as old batteries that have set on the shelf for a while will eventually loose thier charge
