Hello Lock/Unlock Parental Controls
Selecting this option lets you lock and unlock parental controls settings
using a password.
If you do not lock parental controls, none of the settings for V-Chip,
Channel Block, or Front Panel Block will take effect.
If you forget your password, press the MENU button, then select Parental
Control
(the password entry screen appears). Simultaneously press and
hold CH+ and VOL+ on the front panel for 8 seconds. Parental Controls
unlock and the Parental Control menu appears. You can enter a new
password by locking the Parental Controls again.
Front Panel Block
Selecting this option lets you block (disable) or unblock (enable) the TV’s
front panel. The remote still tunes to any channel. When using this as a
Parental Control method, remove access to any remote that is capable of
operating the television while you have the front panel blocked.
Don’t forget to lock parental controls after you change the status. If you
don’t, the front panel block will not take effect .if this don't work get back to me i've got manual good luck

FPA lock is on

The FPA lock is a control panel lock to keep children, for example, from changing the channel or input by pressing buttons on the TV. You enable or disable the lock from the original remote control or one that matches all of the original's features. Only the power button will work with the FPA lock enabled. (The power button may only allow for turning off the TV.)

For directions on how to disable the FPA, you will need to add a comment with the make and model of the TV. Every manufacturer uses a different pattern to toggle the lock on and off.

I hope this helps.

FPA LOCK

Using your remote, go to Menu, Preferences, FPA Lock and change it to OFF.

If you don't have the remote, you'll need to program a universal one that has a Menu button to access the menu.

FPA LOCK ON

FPA means the front panel is locked by the Parental Access Control Menu.

Unfortunately, the FPA can only be removed using the remote. There are no magic front panel button combinations.

The cheapest way out is to buy a Universal Remote Control at Walmart (about $10) and program it to your RCA TV. Then you can go into the Parental Control Menu and remove the lock.

RCA FPA LOCK

Take the remote and turn the set on. With FPA (Front Panel Access, or Child Lock) on, the set will only turn on with the remote. Enter the menu, navigate to the page with FPA and set it to OFF.

FPA Lock

After doing a little research, it looke like the front panel lock , can only be removed from the parental control menu using your remote. If your universal remote does not get you into the menu, see if you can borrow a friends rca remote long enough to get you into your menu & remove the fpa.
