Hi my name is Eric,
I hope I can help you with your issue ,
The TV not starting properly you should hear the tone noise (bleep bleep) not a ticking noise or no sound.

These Samsung LCDs have problems with the power supply capacitors going bad, a servicer will charge between $200 and $450 to repair it replacing either the capacitors or the whole board.
here is a DIY (do it yourself) solution:
It could be just a few bad capacitors on the power supply, if you want to attempt the repair yourself you can do a visual of the power board caps will appear swollen on top.
We do not recommend do it yourself, but depending on your knowledge and technical ability you may be able to.
with the back removed you will usually see two circuit boards the upper one is the power supply, it has a few capacitors on it (cylindrical standing straight up soldered in mark on the sides with the positive/negative sides and MF and Volts values)
Samsung uses mostly 1000Mfd at 16Volts rating capacitors, they cost about $1 each (680mfd will also work fine)
usually I replace about four of them (or all the bulged on top ones) .
The power board and back unscrew with a medium philips screwdriver, if you do not know how to desolder and resolder then do not attempt this as you may damage the TV more than fix it.
Im am posting a photo of some swollen caps on a board so you know what they look like;

best of luck to you

I would suspect power supply. This model is older than 2 years though. I have one with a bad power board. Cost is about $260.00. to $300.00.

Something went bad into the secondary stage of the power supply. the chirping is a protection function, tries to start but a short stops it. Needs professional attention.

Hi. I have a Zenith 42" plasma TV - Z42PQ20 that's

I had this exact problem on my TV, everything said it was the power board. It wasnt, luckily i was able to return that board. It was the YSUS board.

I should have done this this first but this is how i verified the old power board was good. Unplug TV, take the cover off and disconnect the wire harness going to the YSUS, plug TV in and turn on. If led stay blue its the YSUS.

Samsung Plasma

Seek professional help...unfortunately it sounds like a couple of capacitors got blown on the circuit board. Generally electronics start to get vocal before they commit suicide. Hopefully its not terminal but expect it.

Blue snowy pixel areas on my plasma

some of these panels were mis-calibrated from the factory after not aging long enough. Let the TV run for atleast 2 hours and adjust the Vs and Vscan voltages. When it is blue in the left I have found generally the Vs is about 10 volts too high.
