Something seems to be broken or off between the mode dial and the switch. It also may have broken internal parts.
I have had a camera with a similar problem. It was that the small switch inside was broken, and could not be repaired.
These mode switches can be changed, but will require a digital camera repairman to do such a job. It also could be sold for parts/repair on a site such as Ebay.

I got a Passonic Lumix DMC-TZ30 and it says "Mode dial is not in the proper position

Make sure the picture of the setting you are using on the turn dial is lined up with the beige pointer on the top of the camera. When you turn the dial, you can feel it lock into position. It could be that the dial hasn't quite clicked into the right position and just needs adjusting

When i turn the camera on the camera displays a white screen that reads dial mode not in proper position and the camera powers off.

you need to root the phone softwares, it seems to be corrupted either due to virus or may be due to removing of data cable without properly ejecting through OS. It would be better you take assistance from service centre or else find firmware for the Camera and root it

I have a Lumix DMC-LC50 When I turn it on it says: Mode dial is not in the proper position I tried everything

The mode dial is the knurled knob on the top of the camera - if you didn't already know. This same error message displayed when the knob is between selection. If you have moved the know to a valid position - where it stops in a detent, the message should clear from the display and be able to take pictures.

If moving the mode dial so that it rests in a detent and the message is still displayed, it indicates a problem with the switch inside the camera (that is operated when the mode dial is rotated). This is not a user serviceable part, and should be professionally repaired. I found United Camera to list a Mode Dial repair to be $42. there are plenty of others that can make this repair for you, too - this was simply the first I saw that had a price (I have never done business with nor am I affiliated with United Camera in any way).

I hope this is a good starting point for you & good luck. Please rate my reply - thanks.

Mode dial will no tturn properly

Hi,

Probably the connection between the top dial assy and the mainboard of the camera is loose, you can open the backcover easely and push the top operation to the mainprint and clsoe the backcover with the screws.

Panasonic DMC-TZ1 operates in Playback mode only

Hi,

The position from the dial wheel is not corresponding with the electrical position. If you can do it by yourself you can adjust it and tighten the midscrew from the dialwheel
