I think only the lighter and obd are on that circuit. But, the 2 amp fuse is much, much too small for the lighter, or anything else for that matter. Replace the fuse with a 30 amp fuse, and try the code reader again. If the fuse continues to blow, replace the cigarette lighter assembly.
very common for the socket to short out internally. Inspect it then unplug it. If the fuse is ok after you unplg it then you need to replace the socket.
ensure that you have replaced w the same rating of fuse, amp and voltage
also check for a possible broken part or wiring problem that could cause a short circuit
