Have checked evaporator coils and there is no build up of ice and evaporator fan is working. Fan switches off when dial is turned to 1. 1 Hottest, 5 Coldest Condenser appears to be working as it is getting warm and can feel vibration from it when on. Condenser cooling coils, get warm in use and are clean and dust free. There is no ducting between freezer and fridge to get blocked with ice. Any suggestions as to what may be the problem would be greatly received. Thanks.

I agree with your analysis, and recommend that you replace that fan between the two sections.

Is the frost on the entire surface of the evaporator or just a portion. If it is only frosting on a portion there is a possibility your system has developed a leak and has lost some of the charge. Or your compressor has lost its ability to pump the gas. A bad condenser fan motor overtaxes the compressor and can cause premature failure. If it is a bad compressor it may be time to replace the refrigerator. Replacing the compressor is an expensive job and the warranty is only one year on a replaced compressor.

Cleaned the condenser coils which were dusty but not severely so. Checked the evaporator coils which were NOT iced. Reset the fridge to coldest setting and freezer to #5 (mid range of temperature) and waited a full 36 hours. Fridge temp is 40 F and freezer is about 0F. Not sure what is different except coldest setting on fridge. Warm weather is here but not warm enough to require AC. Temps in late afternoon in house about 77-80F. Any thoughts are appreciated because I suspect this problem is not completely resolved.

ok well... those pipes coming from your compressor one of them should be hot. if not your compressor is not running.
