1. NEVER run gas with ethanol in the engine.
2. When you start it put one half can of anti fogging fluid in gas and run it for 10 minutes.
3. When you are going to store it turn the gas supply off while the engine is running and let the engine run out of gas. That way there is no varnish build up in the carb.
4 change the spark plug twice each season.
SOURCE: what is the correct fuel/oil mix for evinrude 4hp ?
the proper mix is 50 to 1 or 16 oz to every 6 gallons,in my little boat I put 4 quarts in the 48 gal tank and its been running for 22 years, your running way to rich and your plug is probaly fouled, take it out clean it up/dump your fuel and mix it right, thats a great motor you got,I hunted with it for years,oh yeah when you get started run it till all the smoke is gone or you will have carb problems ,if you dont have them all ready,a little carb cleaner wont hurt but get it running first,or all that trash will foul you out, have a great trip bartriley1

Sound like the fuel pump is not keeping up with the engine's demand. Check it out. Good luck. Hope this helps.
SOURCE: 4 stroke Yamaha 50HP -Runs rough at all throttle levels
If it has the old points system you will need to set the points also adjust the carburatior screw the screws all the way in and back out 2 1/2 turns then get it to run turn the air mixture screws till it runs smooth. you want it slightly lean then enrichen it slightly, afterword shut the engine down and look at the plugs if they are gray black they are ok. good luck.
SOURCE: does my 2000 honda 4 stroke 8 hp outboard have a fuel filter?
Your tech may have missed one or two parts of the idle circuit. There is an idle mixture screw hidden under a brass plug (to prevent tampering on the top of the carburator. This passage needs to be cleaned and idle air mixture screw adjusted properly.
There is also an idle air jet located close to the idle mixture screw. The jet should be removed and cleaned as well as the passage that it came out of. The jet is a small brass piece with a small hole and a standard screwdriver slot. Unscrew this, spray brake cleaner through the little holes and spray brake cleaner (using the little straw that comes with the brake clean) into the hole in the carburator. Take some compressed air ( from a small can of compressed air that you use to clean your computer) and spray into the hole. Reinstall the jet and see what happens. If this does not fully fix it, I would return it to whomever originally cleaned it. If the dealer is worth their salt, they will fix it (if they did not clean in the first place) Everybody makes mistakes.
Also, be sure that your oil level is not too high. It is better to be a little low than too high.
Be sure to be using NKG spark plugs DR5HS I assume that both spark plugs look ok.
The other item that affects this motors idle is the thermostat. Feel the top head of the motor. It should be about 130 degrees. Not hot enough to only just touch, but not cool enough to be able to keep you hand on for 10 seconds or more. A temperature gun would tell you for sure, but most people do not have those is their back pocket.
Timing could be an issue, but normally, it would affect all speeds of operation.
A lot of things for such a little motor.
SOURCE: 40 hp mariner outboard 2 stroke oil leak at
without seeing it in front of me its difficult to advise,i had a mercury but it wasnt oil injection so i iam not sure exactly how this injection system works but i should imagine its nothing more than a O ring thats perished or a copper washer needs cleaning with some wet and dry.I bought a new 4stroke mercury in the end because i got fed up with fuel consumption from the 80hp two stroke ,this four stroke 50hp will do about 12 14 nautical miles to roughly 6/7 litres of petrol at about 1200 rpm because iam only a sunday driver and the bumping on the waves makes my back ache unbearable,Well this is the land of fiesta /siesta /manaña --spain .Have a closer look and see where its leaking its only a mechanical pump running off the engine ,so it will have a push rod with some sort of diaphragm that pumps a tinysquirt of oil into the crankcase so it can mix with the incoming fuel ,nothing complicated
