The beeping sound could be due to a hardware issue such as low battery or the speaker being in pairing mode1. Here are some steps you can try to resolve the issue:

Check if the speaker is in pairing mode. If it is, try pressing the power button briefly (for 1 second), once or twice. This should cancel pairing mode and make the beeping stop.
If the speaker is beeping every 30 seconds or so, it's probably telling you that it's in "Pairing Mode" and ready to connect to a Bluetooth device. If you don't have any devices to pair it with right now, just press and hold down the "Power" button for about two seconds to turn it off until you're ready to pair it again.
If the problem persists, try restarting your device and then reconnecting it with the Bluetooth speaker. If the problem is still not resolved, then you should turn off the Bluetooth feature on your device. It will stop making those annoying sounds.

To reset, power your Toshiba Bluetooth device off and then back on after approximately 5 seconds. This type of reset often resolves main issues. On most models, this is accomplished by holding in the multifunction key normally used for answering and ending calls, until the headset powers down. Hold the key in again until the device powers back on. Test for the resolution of the issues you are experiencing. Error C 31:22 is caused due to bad Gear assembly, to resolve this issue with the battery &cassette removed try whacking the camera sideways, if after doing this still the issue is not resolved then you’ll have to get the Gear assembly replaced. A screw inside some Canon PowerShot SD950 IS cameras may loosen and fall out due to vibration that is generated while carrying or using the camera. Apparently a screw might have come out that prevents the camera from turning on.
