First you should really consider upgrading from Windows XP because it is no longer supported and the chances of your computer becoming infected are extremely high.

Pressing the F8 command will only access Windows RE where you can access startup repair safe mode etc.

If the computer is only allowing you to go into safe mode that is a good sign that something is severely wrong with your OS.

While in safe mode you should try and access system restore, but this will only work if 1) you have turned on system restore and 2) your system has a restore point to access.

Have you added any new hardware or programs to the computer? If yes, then the new addition may be the cause of this issue. You can use device manager to rollback any changes or access programs and features to delete any program changes.

Other then that, if none of the above suggestions work I would strongly suggest booting from the disk media to access Windows RE too recovery the computer or just to re-image the computer.

On the safe mode .
right click on My Computer >>> manage >>> device manager >>>locate processor >>> ( on the second processor >>>right click >>>disable) restart your unit.
Start your unit normally

start the laptop by booting with the windows disk and choose repair install you should find this will work without any problems........cheers from scott

With this kind of problem, you must put in the Windows software disk and boot. Then select repair Windows from the list. This option will attempt to correct the problem.
If you do not have the disc, boot into the repair / diagnostic mode from the boot screen. See if there is an option to create boot disks.

When the system boots up, click on the start button, then click on run and type msconfig and hit enter. Go to the Boot tab, look at the lower box and uncheck "safe boot" if it is checked.

Tosiba laptop could not start not even with safe mode.

The error message refer to system files it cannot load dur to either corrupted or missing files.
You can try to do a repair with your Windows CD install disk and if this does not work you will need to reinstall Windows again together with any drivers that Windows didn't install and your programs.
Note you will lose you data in this process, hoped you backed up your files.

Your PC is stuck in safe mode startup

I would suggest using the Windows Disk, if you have one, go through normal windows installation. At the point of installation just after pressing F8 it will detect windows exists and offer you a repair option press R to repair
