Sorry but for some reason the clutch is worn out ,maybe grass too long who knows but you will need to replace the the shoes on the centrifugal clutch ,when its cold they grip but once they warm up they slip just like a car clutch

Check the return spring on pedal, may be worn out.

Rider will not turn over more than once no matter how many times I try.

I sounds like there's significant resistance to the engine turning over. I experienced this when the electric PTO/clutch seized - and the mower was trying to turn over the engine AND the mower blades because the PTO wasn't disengaging. Try taking the mower belt off the PTO and see how the engine turns over. If it's still slow, the problem is in the engine. If it spins normally, replace the PTO clutch. BTW - when my clutch seized, it also burned out the PTO switch. The switch is pretty inexpensive, so if you're replacing the PTO/clutch (I found one online for about $175.00 - MUCH more expensive at the dealership) - you should probably replace the switch as well.

Cable for pto is loose and when done mowing will not disengage, the blades still spin. You can turn the mower off and then they will stop, and the tractor will restart with no problem, as if the pto is not...

It's probably not the cable, but the idler arm on the deck that the pulley that tightens up the belt is not moving back and forth freely, probably from rust. Spray penatrating oil on the pivot point while working it back and forth until it frees up. If still having problems, let me know. Dwain
