What is model year? There may be a fuse for that system? Not only check the fuse, check for voltage at the fuse with defogger turned on. Use a test light to check for voltage at fuse. At defogger grid, is there a two wire connector, if so, one should be voltage and the other ground. Have you checked continuity on the grid? If no continuity for grid, the grid is the problem, maybe a break in the grid? If you find the break, your local auto store may have some continuity paint to fix. I don't know what testing you've done?

If you have a volt meter check voltage at the battery. If its consistently below 13.4 your alternator is most likely failing.
