HELP TO TROUBLESHOT.
It Sounds Like Your PC Is Dammaged Beyond Repair
And Needs To Be Replaced And I Know This Because I Had At One Time A Dell Optiplex GX150 With A Simular Problem That I Can Not Fix At All And So I Dismantled and Disposed Of It The Right Way And Turned It In For Recycling At The Nearest Recycling Center And Yes You Can Do That !!!! I Then Replaced That PC When I Bought A New Gigabyte GA-G41M-ES2L PC With An Intel Pentium 4 Prossor With 2 Cores !!! This Is An Exelint PC If You Can Still Get One New Or Used. I Recmoend New And Get it With an Intel Pentium Quad Core Prossor!!!!
With computer unplug
could try blowing out memory slot with compressed air
or cleaning the gold part of memory stick with alcohol swab let it dry before you re install it
also check for bad caps
heres the manual with the codes

Blinking amber usually means power supply or memory if you changed the power supply I would change the memory
