There really is no certain psi on filters, every system is different so every psi will be also. Normally, start up psi will be between 8 and 15, but it could be higher than that as well. If the psi is higher than 20 after cleaning the filter, then depending on your equipment, restrictions in the plumbing, and pipe size, that may be normal.
If you have just cleaned the filter and the psi did not drop down, you may need to check the sand level, or hardness of the sand, in the filter. If you have had an isue with algae, it can grow inside the filter. This will cause the psi to go higher than normal and the filter will need to be cleaned out completely.

Usually sand blowing back into the pool is either cracked laterals, a cracked hub assembly (what the laterals screw into) or a bad spider gasket is wrong with pool filters. If you are certain that the laterals and hub are not cracked then I would try replacing the spider gasket.
