This is a problem in your BIOS which is a common problem on acer aspire one laptop model. To fix that you need to flash your bios. Please watch this video for a step by step guide on how to do that.

you should change it from WEP to WPA2-PSK and turn off WPS that is more secure and would most likely fix this issue

If it's not plugged in then it sounds like the battery is dead. If it is plugged in then your power cord/charger is probably dead.
