I am not getting incoming calls,but i can callout

I think there are two options in Google voice. Show the Google voice number the call is directed through or use the number the person is calling from. Probably just a setting in Google Voice app.

Does the fast dial tone persist, or do you get a regular dial tone after a couple of seconds? If the latter, then you have unheard messages on the voicemail system provided by your telephone company. This system records messages when someone calls while you're already on the phone. Please contact your telephone company for instructions on accessing their voicemail system.

##67#, ##21#,##62# or ##61# then okay/send/yes. the phone will be unbarred.

No it can't. One call at least must be dialed out to. Try using a conference bridge service if you want to have multiple parties call in to you. Then you and all guests only need to call bridge number which is usually toll free.

sir please check the call divert settings from your phone. [or] reset the cellphone settings to solve the problem............

Try to press the phone icon like you are dialing a number. Your phone will display a list of previous calls.
Or you could Press View to see the list of numbers.

check your call barring option, you may have mistakenly barred your incoming calls.
