The hard drive has been locked in the BIOS. If you cannot get into the bios with a password you can contact Dell for a code to unlock the BIOS and drive ... Here is a link that might help.
If a hard disk is password protected, you must get the password. There is normally no way around it.
However, if the user password has been set, the administrator password on the hard disk can be used to delete it. I am not talking about Windows accounts here, I refer to passwords stored in the firmware of the hard disk.
