My camera recently started doing this. I try to take a picture and when I press on the button the camera makes a whirling noise and I am unable to focus or take a picture. Then a few tries later it may work, but then it starts to act up again. What is going on?

From the Canon Help Email - this worked for me: If you are using an EF series Canon lens, please remove the lens and clean the lens contacts with a pencil eraser. We also suggest that you remove the film and battery for 15 minutes; ensure that the battery has a full charge and reinstall. If the issue persists, we suggest testing the camera with a different EF series Canon lens. Should this persist with a different lens, then the camera body itself will need to be examined.

It sounds like your camera is having problems advancing your film, which could mean it is jammed inside the camera. The other thing you should check is to see if the battery is weak & doesn't have enough power to advance the film (and thus the beeping). If it is not the battery, then go in a darkroom (completely dark) and take out the film (if you're unable to rewind it inside the camera). Look at the transport rollers (in the back for the camera) and make sure they're clean (sometimes film chips get jammed in there) Let me know if this helps you. Thanks.

Try removing the camera lens and VERY CAREFULLY raise the mirror in the
camera. There is another small mirror behind the main mirror that
reflects the light for the autofocus to work. If the spring on that
small mirror is broken (common problem) it can cause the symptom you
are experiencing.
You can also check it by aiming the camera at
an object above your head with the camera pointed up since that will
hold the little mirror in place by gravity. If it works pointed up the
spring is the problem.

Your AF module needs to be replaced. Or maybe the mirror part that bounces light to the AF module.
Another possible issue is light. The AF sensors need a certain amount to light to be able to see if its in focus. Some lenses don't allow that much light to pass, so the sensors can't focus the lens. Try a lens that passes more light, like the 50mm f/1.8 or point your lens at a very bright scene.
If increasing the light level doesn't solve it, it needs repair. You might check Ebay for a "parts" Rebel to have spare parts for your good one.
