What is the actual question? You can get replacement battery chargers from ICOM parts depot, look them up at www.icom.com, or get a universal charger from a local Amateur Radio dealer.

As guessed rightly, the battery is faulty and now needs a replacement.
And to your question, yes you can buy a replacement battery but you need to be careful which battery you buy because there are many similar batteries which might not work for your camera.
To this effect, if you are confused on what to do or how to get the battery, it is advised that you give it to a repairer who would help you buy replacement battery and also fix it if there is any other problems.

You really don't need to buy Canon batteries. Any replacement AA rechargeable batteries rated at 2300 mah or better should work with your charger.

IF YOU HAD A METER YOU COULD READ THE CHARGER TO SEE IF IT WAS PUTTING OUT A CHARGE. IF YOU DON'T, YOU HAVE TWO POSSIBILITIES. ONE IS BUY A NEW BATTERY AND USE IT AND THEN TRY TO CHARGE IT AND SEE IF THE CHARGER WORKS. THE OTHER IS SEE IF ANY OF YOUR FRIENDS HAVE A CHARGER YOU COULD CHARGE YOUR BATTERY ON TO SEE IF THE BATTERY TAKES A CHARGE. I WOULD SAY IT WOULD PROBABLY BE BETTER TO BUY THE BATTERY BECAUSE YOU COULD ALWAYS USE THE EXTRA BATTERY, OR IF YOUR PRESENT BATTERY HAS DIED, YOU WILL HAVE A REPLACEMENT.IF THE CHARGER IS BAD YOU CAN RETURN IT FOR A REFUND OR REPLACEMENT FROM THE SELLER AS DEFECTIVE.
