Speed is not stable it is increasing and decreasing it self

Check all linkage from the throttle to the carburetor . Sounds like something has come undone or broken. Check springs as well. Some times the throttle cable its self will break. I have seen where a loose screw or bolt will not let the linkage work as well.

Check transmission fluid. Ensure belt is good or replace. Check belt tensioner if installed.

I believe that unit utilizes a centrifical clutch. try decreasing the idle speed and see if the tines stop. They should then engage as throttle is increased.

The second row of lights in the speed indicator. The two bottom buttons will increase and decrease the speed. The lower left button will decrease, the lower right will increase. You will see the second row of lights get bigger or smaller as you press those buttons to increase/decrease your speed. When the second row of lights is fully lit, you will be at the top speed.

if brighmess increases with speed then alternator must be okay,try the belt for tightness/slipping.

sounds like a bad wheel bearing.

The only solution is to replace the speedometer assembly.
