I just purchased a troy bilt bronco crt tiller.
Put oil and gasoline in.
Pulled the cord. It started.
Ran maybe 15 or 20 seconds and stopped.
When I tried to start it again, the cord would not pull. Seems like the engine is seized up.

Remove the spark plug. And pull the cord again. if the carb float is stuck down or you overfilled the oil you could be hydro-locking the engine. Check.

sounds like not enough vacum to draw fuel .faulty diaphram pump. gas cap should have a breather assembly to allow air to enter gas tank and prevent a vacum lock as well
remove the spark plug and pull the starter cord a few times. see if oil spits out when you do this. sounds like there is too much oil or maybe gas in the cylinder. let us know what you find after you do this.
did it run out of gas when you added gas it could be that the fuel line has plugged up with something from the bottom of the tank take the fuel line off and try blowing threw it and take a air hose and blow out the carb and carb cleaner
Soundas like the rewind spring is broken. Remove the top housing and see if you can reset the spring by removing the cord, hook up the broken end, rewind the spring with a screw driver...lock it in the tension position and then reinstall the cord.
The air filter should be replaced. Also remove the old gas and put in new from the gas station. Finally, if you didn't change the spark plug from last seaon, do so as it is a small amount of cash for a lot of easy starts.
