Verify you have connected the VGA cable to the VGA output of the computer.

My2009 hp desktop monitor will not come on.all it will do is flashing blue power power button.also I have it hooked up to a camera system instead of computer

HP 2009M 20-Inch HD LCD Monitor 2009m/v/f (3 versions) there are 3 possible connections
VGA/DVI and HDMI (optinal)
only 1 cable matches the below unstated system.
the blue LED for power I thing means power is ok
amber for sure is sleep mode.
the Monitor tells you if an error happes.
then on camera system first.
then with cables connected.
turn on the monitor last.
the mother turns on goes blue button color
and if the camera system is dead the monitor will show for 5 seconds at least.
no signal
no cables connected
no sync
over-range, error.
or going to sleep now, and power lamp turns amber.

no "camera system " stated is it PC? what is it.

Monitor won,t wake up from sleep mode

Open monitor and look at power supply board for capacitors which are "balooning" or deformed in any way. These look like cylindars on the board. These tend to dry out and make what you are describing occur. Replacing them usually fixes about 80% of the problem you are describing. Those parts run about $0.25 to $0.75 each.. well worth trying, right?

Monitor says no connection then goes to sleep

Mine did that not long ago and it was so annoying. I suggest that you check that you make sure all the wires are connected to the back of the monitor so you could push them in a little to make sure. You can also check the wires at the back of the computer.
Another solution which is what I did was I unscrewed the side of my computer and wiggled the graphics card. For me, this was the panel closest to the main wire that connects the monitor to the computer. After this, my monitor worked again.
This may not work for you but hopefully it does.

Monitor going to sleep problem

  • Hi, The Monitor as well the Computer have "Power Saving Modes," [Sleep, ScreenSavers, and Hibernation]; so what you want to do is "Change the way the Computer / Monitor Sleeps!" From the Desktop Screen, click on the "Start Button," next in the [Start Search Window], type: power. In the next [window] that opens, you should see, from your point of view; a "list" in the (left column) "Change when the computer sleep, the wording may be different, but it will be clear enough. Now all you have to do is change the way the Computer and Monitor "Sleep, or Turn-off." If the Monitor have its own "settings;" just find them by the [button on the monitor], and do the same thing as above; but I'm sure the computer will take care of both. If this solution to the problem was of help? Let me know by giving a "Helpful Rating", thanks, and have a "Great Memorial Day!"

Monitor reading power lockout when try to shut off

the PC never turns off power to the monitor, it has its own power.
and sure, the monitors all do that 2004 to now. called VISA sleep.
modem has nothing to do with this.

Some monitors have this features called that.
its in your users manual. 2009m?
your page.
https://support.hp.com/us-en/product/hp-value-20-inch-displays/7274733/model/3884700/manuals

the words are clear.
it has power saver mode, turn that off
it has osd LOCK,
but no powerlock. as some do,. as your manual. shows.

page 24 shows.

http://h10032.www1.hp.com/ctg/Manual/c01725831

quote, power button does this.
turns the monitor on and to standby or sleep mode.NOTE:
The power button is located on the top or front of the monitor depending on the model
off , on, and sleep.
my guess you are putting the power button i Sleep mode
a feature of this monitor.
