If you have the model number of that Proscan TV, you will likely find the original remote for that at www.remotes.com. They don't have power cords for TVs, but they do have Proscan remotes.
Sounds like you are getting RF feedback... this is because it is a lower quality RF Modulator. You could try to get some "Ferrite" "Rings" or Snap on "Blocks" and put the around the cables to mitigate this, or you could try somehow making sure all the earths are good. Reorientate the RF box further away,, even try wrapping it in Aluminium Foil.
That doesn't appear to be a complete serial number. You can go to repairclinic.com and click on repair help, or go straight to this page: http://www.repairclinic.com/0089.asp?apptype=13 to find the correct serial number.
I spent about an hour web searching, but I did find the model number of the power cord. From there, I searched the model number and found numerous websites that carried it.
