You could do one of 2 things.
1. find a copy of ERD command and use the locksmith program.

2. Use the free linux boot disc found in the link below to reset the password ( I recommend clearing it then resetting again once you can get into windows.) Of course you will need another computer to use to get this disc i suggest a friends. This disc works with ALL versions of windows.

do you have win98 cd, if it so boot the machine from the 98 cd,
rename the sam file from the location c:\windows\system32\config
the you can find the SAM file, rename the file to sam.old
