No. JL is one if not the only manufacturer that does not fuse there amps.

This can happen if the amp has an internal fault such as a shorted output transistor.

Do you get the yellow light with or without speakers and rca's connected?

Does it only happen on that channel. It is a 4 channel amp so make sure the other channels are working. It sounds like an RCA input prob. Try the sub on the other channel. if it works then it would be your RCA input needs resoldered.

Had the same problem once from a very poor ground connection.

showed 12V across multimeter, but could not deliver any real power across the connection due to poor grounding.

check it.

check how secure your earth strap is for the amp, mabye try thicker cable, you can get interference suppressors as well which may help and are cheap.

It look like you burned the power supply in the amp if the fuse is ok
there is a circuit that protect the amp and its possible that it burned
this should not be too expensive to be fixed

Depending on the amplifier it has an allen key that fits the input and the speaker wires. Any hardware store will have the tool that will fit. Most of them will allow you to take it outside and test it on your amp to make sure it fits.
