Call a number finding service and ask what number your calling from, since you don't know your own number.

They should be able to see the number of which your calling and tell you.

Or you can call a friends mobile phone and ask what the number is that your calling from, they often see it on their screen.

No you can't. It is a unique identifier to that particular unit and a security device. The backlisted one may be stolen and having the IMEI number hard coded stops theft to order which was a big problem in the UK a few years back. Fix the non blacklisted one instead.

This happens occasionally to me. Hanging up and trying again helps. If that doesn't work, have them call you, or you call from a different phone. If that doesn't work, think about whether you or they have reception where you both are. Hope that helps
