No you can't. It is a unique identifier to that particular unit and a security device. The backlisted one may be stolen and having the IMEI number hard coded stops theft to order which was a big problem in the UK a few years back. Fix the non blacklisted one instead.

Peel off or otherwise remove the screen protector, spray the adhesive (sticky side) with glass cleaner, then reapply the protector and use a credit card to roll out the air bubbles.

The screen should be cleaned thoroughly with an alcohol pad leaving no lint/dust. Then peel the back of protection screen off halfway, line up the peeled part on screen to your liking then use a credit card to push towards the end you haven't peeled yet while pulling the remaining backing and pushing the credit card from middle to edges.
