I would think either your mute or your headset feature is activated. Mute button is obvious and the display should say mute. The headset also should have an icon on the display however you may have to turn it off in the MENU screen. .

I had the same problem but different panasonic phone 1311 model, I tried the first anonymous suggestion, drained the batteries(takes 2 AAAs) and now it seems to be charging normally.. already at 3rd bar now after a couple of hours of charging. Thank you anonymous.

Remove then replace the batteries from the hand set. You should now get dial tojo.

there is always a way to fix, but may out way the price of new phone. I think you may be able to get a replacement hand set resonable.
