If you did take a pair of pliers to your old one I would recomemnd to adjust slowly to see if it will move easily. It may just break instead if turned to hard

id look to see if there is any Cuisinart repair centers in your area ? not really sure what a electrician is gonna do -unless he also fixes appliances , but I will say from being one that gets lots of stuff given to me (free) that got hooked to wrong power , generally it depends on quality of device as to how much damage is done with wrong power , better quality devices have protection devices inside them that are easy to replace , but lesser quality ones have no protection in them and I just use em for parts then .
