My dell has pass word lock from the other owner
If it is a BIOS password (you are prompted before Windows has even loaded), and your Dell was made before 2004, you have to call Dell Support for a reset master password.
If it is a Windows password, and the school can't give it to you, you can only do a Windows OS reinstallation to recover from this situation.

If the password is required before you get to the Windows operating system(OS), then it must be the BIOS password. If that is the case, you can call Dell Support to reset it.
If it is the Windows OS login, then you are out of luck and will need to perform a system restore. Dell systems facilitate this process through their built-in system restore feature. The process varies slightly depending on the OS version. Full details can be found here:

Bypass password login
If it's a Windows XP computer that's not connected to a domain, it's easy. Boot into SAFE MODE (repeatedly tap F8 when you see the Dell logo), select SAFE MODE (no networking). You should see an Administrator account that's usually hidden. Click on that one, assuming it has no password. Go to Control Panel/Users/ and click on the user that has a password. Click REMOVE PASSWORD. Reboot, and you're in business.

First thing to always try is resetting the computer.
1. Unplug everything from the computer.
2. Remove the battery if it is a laptop.
3. Unplug the computer.
4. While the computer is unplugged and no laptop battery, hold down the power button for 30 to 60 seconds.
If this doesn't help, then reseating the memory modules and the coin cell (CMOS) battery is the next step.
If more than one memory module, test each one and each memory slot by doing the "memory dance". Find a good memory stick and try it in both slots. Also, try a known good coin cell (CMOS) battery. This is a very old laptop and the battery could be out of juice.

Diconnect the video cable from the laptop to the monitor and do the Fn Key combination to see if it goes back to the laptop screen.

Try remove the battery and power cord. Then press the power button and hold it down for 10-15 seconds. put everything back in and push power button once. See if this helps it come back on. If not, you may have a bad monitor, backlight, or video output from the motherboard. Hooking the laptop up to an external monitor will help isolate that problem as to what exactly is causing the problem. I hope this helps! :-)
If 3 volt battery is bad
This is your CMOS battery and when it runs down your BOIS settings will default back to factory settings and the date will be back to the date the pc was assembled. The battery is located under the keyboard on most Dell laptops and there is a strip of plastic that can be lifted at the back of the keyboard to allow access to the keyboard screws. This is a small round battery with a black and red wire lead with a small white plasitc plug. There are many dealers on Ebay that sell this battery and I buy mine from USAexpress as I fix and repair laptops for friends and family. Good luck, easy fix. Dennis

Hi peter,
Some motherboards get back to default BIOS settings just by removing and replacing the CMOS battery. But in most of the motherboards, you need to reset it using jumper pins (those 3 pins are labelled in most of the MBs).
For resetting, there are 3 pins provided on the motherboard with 2 pins always coupled (or shorted) using a small cap. Say the cap is shorting pins 2 and 3. You have to now remove the cap and put it on to short pins 1 and 2 for about 10-15 seconds. Then revert back the cap to pins 2 and 3.
Make sure the CMOS battery is not removed during this process.
Power on the system, BIOS should now be resetted back to its default settings.Hope this solves your problem and rate my solution if it helps you.Have a good day.
