NO FAN stated, CPU,GPU,PSU,CASE. witch fan. desktop is is.on all PCs made, here is a real answer.open case,side,(read the free service manual at dell.find bad fan, unplug it and unscrew it .now screw in new fan and replug it.done. just 4 steps. easy no? if PSU fan that is next and not stated.the PSU totall replaced,, unless certified as tech to work high voltage, (I AM) and if you want to see it looks like see here.do not smash it flat like this, this is to demo only

Does it boot if you use a recovery disk or an emergency boot DVD or USB stick? Detach all the hard drives and peripherals, pull out all the memory except one, Try again. What is the result? Try it with a different memory module alone, Repeat. See if you can isolate a bad memory module Or it could be a bad motherboard. 2009 LCD monitor , 11 years old. and fails on all PCs I am sure.all have CCLF black lamps, 99% are dead, or dim or even yellow tinged.ok posted vast times this answer, if the OSD brightness setting fails then....the full story is here, 2010 is the first years of LED back lampsyou dont have those.the CCLF lamps are bad, you can replace them or buy never LED back lamped monitor, and frankly costs less.https://www.manualslib.com/manual/1015803/Dell-St2010.html#can I assume you turned on any monitorpushed the OSD menu button of front of iTthen navigated to the brightness OSD sectionand it's already fully high.,yes, then that monitor has bad CCFL backlamps.they run on 300vdc and the main board inside does that. the go dim, most of them are now, or dead.the have 20,000hr life span , very very short livedcompared to new LED monitors, very low life.
