Lens errors are fairly common. Usually it's sand or grit interfering with the lens extension mechanism. Or the camera's been dropped with the lens extended. Or the camera has been powered on, but the lens had been blocked preventing its extension. Or the battery ran down with the lens extended ...
Here's some things that you can do to try to correct it. They only seem to work for less than 50% of the lens errors, but if the camera is out of warranty, they're worth a try:
It sounds like the light sensor on the camera is malfunctioning. Try cleaning the sensor. If the senor doesn't work at all it will not be able to tell when the camera is operationg in bright light. Kind of like having your eyes dialated and walking outside on a sunny day.
Just call Sony if u dont have warranty in that case they will also do it free of charge i am pretty sure this is the problem thousands are facing in different brands for ur reference i am giving u a link as sony has issued service advisories like this for this type of problems dont worry if u are not on list insist they will still do it free of charge !!
I had the same problem with the lens, here how you can fix the error, when the lens is coming out gently pull it until you here a small click then try to take a pic and your back in business. it really works
I have faced same message "Turn the power off then on again" today.I tried to on-off several times.finally I discovered that lens is so dirty.when I cleaned the lens it come alive :)
Same mechanism problem here on a DSC-W50. For me, it did not work out to PULL the lens, but to push them. I just opened the camera and it tried to calibrate the lens with no success for about 4 times, after it just let them out and displayed the "power off and on your camera" message. The problem is that on this model of camera when the lens is out you cannot push or pull it. So I thought of a trick: when the lens is moving, you can pull or push them. Anyway, this is what I did: with the lens out, i placed the camera with the lens towards a soft surface (bed) and gently pushed on the side with the display. First times it didn't work, so I had to push harder and finally it worked and now my lens is aligned and the camera is working as if it were new. I suggest you try to push or pull the lens while it is moving GENTLY at first, and if it does not work, try harder - really hard! It will do a click at some time and work fine!
Hi, According to the conditon of the set it looks that the power button assymably need replacement. And this must not so expensive. Therefore, contact nearest sony service centre nearby to you and get the estimate first. If you think that it is hisible to reair then approve the estimate. And if u feel that it is expensive then reject the estimat ad in this condition u have to pay estimation charges which would be nominal. For your help here is link below to reach that nearest possible service centre: www.sony.net Thanks for using fixya.
there is 2 ways to transfer/download pics from cam to pc (i) the USB connection and (ii) by memory card all you ned is to get the memory stick of your cam and attach it to a card reader and your card reader to a USB port of your PC that way you can download pics from your cam to PC. if still cant understand check this video...

I have also a DSC-W30 and I tried to basically

Setup, Down Arrow (2 times),Select with round button,Scroll down to
Initialize and select OK.
You must inizializate your camera, but dont
leave time adjusting the date. When your camera restart select any date
quickly, then change the camera to the ISO option, to desactivate the
flash temporarily, then change to AUTO option, and desactivate the
flash. For the moment is the best option. Te problem may be ocasionated
because your camera was in wet area and ocasionate a shortcut, but you
need to verify if the problem is in the flash card, in any terminal, or
in the motherboard.
