The draining problem could be something stuck in the pump. A easy fix just take it apart and get whatever is in it out of there. The agitator sits atop an agitator drive block. The spline on these tends to strip out. Yank off the agitator (it just snaps on) and replace the drive block. You need to check your pump and drain lines inside the machine for any obstructions. If the machine is draining but not taking all the water out during the drain time allotted, you have a blockage.

turn it back to you, there is an opening at the back, just remove the screw, you will see the inside of the body, at the bottom you will where is your driven belt located, loosen the foot bracket of the motor holding the belt so that you can remove it, just remeber the part number of the belt or much better bring it with so that you ca have an actual comparisson, different brands and model of washing machine have different types of belt

when you put it back don't make it to tight, just enough that i won't slip once you turn it on.
There is videos and diagrams and other troubleshooting at these sites. I suggest pulling off back panel and find the leak directly. It is most likely hose or valves.
It should completely empty the m/c.
If it is plumbed into your sink waste this could be cause of smell, also if it is connected to your waste make sure the hose is above the bottom of the sink trap,as water can sometimes syphon back into the washer from the sink. Remove hose from sink connection and clean and check for obstruction.
I doubt your pump is faulty.
If it goes into a stand pipe make sure this is not partially blocked, and again clean stand pipe with a strong disinfectant or similar
when putting belt on use a wire tie/pull tie on the transmission pulley and tie the belt to it put belt on motor and gently pull belt on transmission pulley after it is on cut pull tie and turn pulleys and belt to proper adjustment on tranny and motor
depending the age of the unit the lid switch can be bad if not that old take front panel off and the newer machines have a motor wit a control board on them with a light on it to give you error codes if it flashes one flash every few seconds the motor is fine but if the light flashes twice over and over again replace motor there is a tech sheet behind timer panel to tell ya the codes.as far as shavings the belt would be something to look in to
