I was cutting a plywood and pulled the saw back through the cut, before the blade came to a complete stop. Now it will not turn on. Is there a reset switch or a failsafe that tripped when I did that?

Some of the answer will depend on your make/model. Saws will generally have some failsafes inside to keep them from getting damaged, but lets start with what you have. You say you pulled the blade back through the cut before the blade came to a stop. That was probably OK - you generally don't want to stop the saw in the middle of material since it might pinch or jam against incoming wood.
If there is not motion, the foremost question is whether it's a saw problem or a power problem. To that end (please be careful here - unexpected saw starts can hurt you very badly)
- With the saw unplugged, can you move the blade at all? There may be a fair amount of resistance through the worm gear to the motor, but it should move. If it's totally jammed, you may want to try removing the blade and checking for debris jammed in the saw
- If the saw is plugged into another outlet that you know has power, will it turn on? If not, focus on the saw, if it works, focus first on the outlet.
- Is there power to the outlet? Plug something else that you know works into the outlet and see if it will turn on. If not... check if it's a GFI outlet and try resetting the breaker buton in the middle of the outlet. Then check the breaker panel that serves that plug and see if a breaker tripped. this could be particularly possible if it's a 15 amp circuit and you were, say, cutting a heavy thickness of plywood. Try re-setting the breaker then and see if the outlet turns back to life.
Some saws may have an overheat breaker, which will require you to just let the saw cool for a while. others may have a fuse, but the location will depend on the particulars of the model.

It is a matter of terminology. A chop saw is geared more towards cutting bulk things and is heavy duty. A miter saw is precision wood working equipment for cutting angles. It would help to know what make and model you are wondering about

If you can't obtain brushes as a spare part for your grinder, there are many companies around the world that will be pleased to make a set for you, usually for little more than manufacturer's own. They will probably need one of the old brushes as a pattern.
We have at least half a dozen such companies in the UK and I expect there are some where you are.
