I was a tech for 35 years, End as they stay you learn something new every (Day) I own my own repatr (Shop) Samsung has had there string of problems with some of the 42 inch (Plasma) TV,s in the last 6 years, But i never come (Across) One with that sort of a (Problem)with it, The only thing that i could think of, Depending on how old the (TV) Is that some of the pixals are going on it or a (Problem) with one of the circut boards in it, You would have to take it in that they can see what it is (Doing) Unless you can get a Tech to come out to your (Place)

See if sound when DVD etc is played and also look to see in menu if speakers are ON OR OFF.

Optimistically, you might have set it to PC input; which will turn off the screen if it thinks the computer isn't displaying anything (or is disconnected).

Try changing the input / source as fast as you can when you first turn it on.

The first step you want to try is unplugging the receiver for ten seconds. After that check the cabling if you have component cables (red, blue, green, red, white) make sure the red and white are connected firmly. Also make sure they are connected right next to the red blue and green cables on the back of the TV. If you have an HDMI cable try connecting it to another port on the back of the TV. If that fails try replacing the cable.

You were thinking about the buffer circuits - those can be found only on LCD screens. In a plasma the pixels are commanded directly by the Y and Z -sus boards. so if you have horizontal lines on the screen that are badly controlled then it's surely the Y-sus board's fault - it has failed and you will have to replace it.
Unfortunately finding an Y-sus replacement board for your model of tv will be very difficult - i couldn't find one online. Try searching thru auction and other sites that deal in second hand stuff, in repair shops (some of them by tv's for parts), but a repair shop of a dealer would be my best bet.

Try changing the tv mode to video 2 or 3 (any video input with nothing attached). If the line remains even with no picture being sent to the TV, then it's a bad LCD, and will need repairs. Maybe you can post a picture with your digital camera so we can see what it looks like.
