If you are a long way above the surface of the pool and you have a leak on the filter it could be a check valve problem.
With it competly loosing the prime it sounds more like a suction leak. This will be in the plumbing and will need a re-plumb or it could be as simple as a lid "O" ring or cracked lid.
What happens is the air get's in the tank and air will compress when under pressure. Then when the pump shut's down the air can expand again. When it does it will rush back through the system and blow the prime right out of the pump. Quite often you will see water blow out of the skimmer or just blow the skimmer lid off. I hope this helps. If you are certain of your test results and the line connections being on the correct terminals in the motor the only explanation is an open connection within the motor and the need for it to be repaired or replaced. Of course if it tests fine on a bench even after your trial on site it would seem far more likely there is a wire in the wrong spot. Triple check the connection diagram on the motor to your lead placement one more time and if you are sure everything is as it should be you’ll need to have it looked at be a motor shop to see if the motor can be repaired for a cost that is reasonable compared to the price of new. Yes if you swap everything that is connected to electricity over to 220 volts. It is marketed as a 110 volt spa eliminating the problems of running 220 volt power.

That sounds like a thermostat problem. The heater should only be on when water is circulating, even if it is just in the standby mode before the high pressure jets are turned on.
Contact your installer or one of the parts suppliers in the link. It is unlikely to need a new mainboard.

OH Code is Overheat, so all the things you tried are not relevant. Low flow is normally the reason, too much heat build up in the heat exchanger so it cuts out.
So, the next time your spa throws you a OH, OHH or some other "overheat" error code, you know what to do. Clean or replace the spa filter, open all the jets and turn the pump on high. If you still have problems, check over your temp sensor and high limit circuits for wire, plug or sensor problems.
