I'm not aware of the model number given, but there could be a number of issues, such a a damaged hard drive, a virus, or a bad boot record. If it is the latter, then try the following:
Insert your Windows XP CD and if you receive a message to Press any key to boot from CD, simply do so.
Even though it goes through some preliminary installation steps, you will eventually be prompted to choose the option for manual repair (press the R key).
This installs the Recovery Console.
Type the administrator password to log on to your installation. Then, at the command prompt, type FIXMBR and press Enter.
If you receive a message saying that there's an invalid boot record already in place; simply confirm that you want to continue. Reboot, and you should have your old Windows screen back.
If you simply cannot access your hard drive, try removing it and connect it to a USB adapter and see if it can be read by a secure PC.

I was using my voice Digital Recorder VN-6200PC. It sounds like the water damage may have caused the down volume button to malfunction. While it may be possible to fix the button, it would require opening up the device and performing some troubleshooting, which can be difficult if you don't have experience with electronics. I would recommend taking the recorder to a professional repair shop or contacting Olympus customer support to see if they can assist you with repairs. If the device is still under warranty, they may even be able to provide a replacement.
I suggest you attempt to reset the device which should bring back default settings. If you wish to do a reset, go to Device Menu, go to Reset Settings, click + to select start then click OK.
