Two types of points were used on that bike. The ND system (condensers one on top of another) and the KOKUSAN system ( condensers left and right side by side). When ordering parts it will be important to know which system you have. All but one model use the ND system so I will assume you have the ND system.
Go to the site below where you can see a parts diagram for your specific bike. You will select the actual brand, year, model, etc., once you go to the site. Part numbers and prices are also shown. You can order parts from this site.

I could describe how to set the points and timing but it would be better if you had a factory service manual with photos and diagrams. Go to this site and you can download a free PDF service manual.

It is a 86meg file. It took me about 8 minutes to download. The manual is actually for a 1976 bike but the timing and 95% of all else is the same for the 1998 bike. You now have more information on your bike than you will likely ever need. I suggest you take the file to Kinkos or a similar store and get a two sided printout of the file, 186 pages, 93 sheets. Have them 3 hole drill the sheets and then you can put the sheets in a 3 ring binder for easy reference.

If i were you i would not do this mod. You are going to end up with a ugly top triple tree. Rather find a lower set of bars off another bike. They are all the same diameter tubing.

Usually they take 3 1/3 qts. Just add 3 and watch till it full with the last bit of oil. Then start the bike and let idle for 5 seconds to fill the oil filter. Let it sit for a couple minutes and recheck the oil level and add more if needed.

1978 suzuki gs 750e Wont rev it will idle but only with the choke fully on. Could it possibly be a clogged jet?

Could be a sticking float, clogged jets, restricted fuel flow( filter etc)' loosen drain screw in each of the 4 carbs, this is the lowermost screw try and catch the fuel in a container, you should have a similar amount from each carb, a lesser amaount from any of the carbs would point to a problem in that particular carb.

I have the Suzuki GS 750E, the spark plugs are constantly becoming fouled, how do i correct this problem

sounds like its running to rich, check your air filter is clean, set your carb mixture ,
turn the screws in untill they bottom out ,but dont turn to hard !(they have a fine needle point end and are easy to break leaving the broken point inside the carb making adjustment impossible )back all four screws out 1.5 turns and start from there.run the bike and adjust from there to rich turn out to lean ( weak turn in )
